Steps

Cast any instant or sorcery by paying its mana cost.
Sedgemoor Witch triggers, creating a 1/1 Pest creature token.
The Pest enters the battlefield, triggering Intruder Alarm, untapping all creatures.
Activate all mana-producing creatures you control by tapping them, adding at least {R}.
Activate the creature with Dual Casting attached by paying {R} and tapping it, copying the instant or sorcery spell you cast.
Repeat from step 2.
