Steps

  3. Escape Protocol and Vizier of Tumbling Sands trigger.
  4. Resolve the Vizier of Tumbing Sands trigger, untapping a mana-producing permanent.
  5. Reoslve the Escape Protocol trigger, blinking Skullwinder.
  6. When Skullwinder enters the battlefield, it triggers, returning Vizier of Tumbing Sands from your graveyard to your hand.
