Steps
  1. Cast Planewide Celebration by paying {5}{G}{G}, choosing the first mode three times and the third mode once.
  2. Holding priority, cast Naru Meha by paying {2}{U}{U}.
  3. When Naru Meha enters the battlefield, it triggers.
  4. Holding priority, activate Phyrexian Altar by sacrificing Naru Meha, adding {1}.
  5. Resolve the Naru Meha trigger, copying Planewide Celebration.
  6. Resolve the Planewide Celebration copy, creating three 2/2 Citizen creature tokens and returning Naru Meha from your graveyard to your hand.
  7. Activate Phyrexian Altar three times by sacrificing the Citizens, adding {1}{U}{U}.
  8. Repeat from step 2.

Show steps
  1. Cast Planewide Celebration by paying {5}{G}{G}, choosing the first mode twice, the third mode once and any other desired mode.
  2. Holding priority, cast Dualcaster Mage by paying {1}{R}{R}.
  3. When Dualcaster Mage enters the battlefield, it triggers.
  4. Holding priority, activate Phyrexian Altar by sacrificing Dualcaster Mage, adding {R}.
  5. Resolve the Dualcaster Mage trigger, copying Planewide Celebration.
  6. Resolve the Planewide Celebration copy, creating two 2/2 Citizen creature tokens, then returning Dualcaster Mage from your graveyard to your hand, then receiving the results of the remaining mode.
  7. Activate Phyrexian Altar twice by sacrificing the Citizens, adding {1}{R}.
