Steps
  1. Cast any other instant or sorcery spell, or wait for an opponent to cast one.
  2. Cast Reiterate with buyback by paying {4}{R}{R}, targeting the spell.
  3. Veyran and Ovika each trigger twice.
  4. Resolve both Veyran triggers, giving it +2/+2 until end of turn.
  5. Resolve both Ovika triggers, creating six 1/1 Phyrexian Goblin creature tokens with haste.
  6. Resolve Reiterate, creating a copy of the spell it was targeting and returning Reiterate to your hand.
