Steps
- Activate Mana Vault by tapping it, adding {C}{C}{C}.
- Activate Kiora's loyalty ability by removing a loyalty counter from it, untapping Mana Vault.
- Activate Mana Vault by tapping it, adding {C}{C}{C}.
- Activate The Chain Veil by paying {4} and tapping it, allowing an extra activation of your planeswalkers' loyalty abilities this turn.
- Activate Kiora's loyalty ability by removing a loyalty counter from it, untapping Isochron Scepter.
- Activate Isochron Scepter by paying {2} and tapping it, casting a copy of the exiled card without paying its mana cost.
- Displacer Kitten triggers, blinking Kiora.
- Resolve the copy of the instant card.
- Activate Kiora's loyalty ability by removing a loyalty counter from it, untapping Mana Vault.
- Activate Mana Vault by tapping it, adding {C}{C}{C}.
- Repeat from step 5.
