Steps

Activate Solar Array by tapping it, adding one mana of any color and causing the next artifact spell you cast to have sunburst.
Cast Magistrate's Scepter by paying {3} using three different colors of mana.
Magistrate's Scepter's sunburst ability triggers, causing it to enter with three charge counters on it.
Activate Magistrate's Scepter's second ability by tapping it and removing three charge counters from it, causing you to take an extra turn after this one.
Activate Meticulous Excavation by paying {1}{U}, returning Magistrate's Scepter from the battlefield to your hand.
Repeat each turn.

Activate Magistrate's Scepter's second ability by tapping it and removing three charge counters from it, causing you to take an extra turn after this one.
If Magistrate's Scepter has few than three charge counters on it, activate Meticulous Excavation by paying {2}{W}, returning Eternity Vessel from the battlefield to your hand.
Repeat from step 3 during your next turn if Magistrate's Scepter has three or more charge counters on it. Otherwise, repeat from step 1.
