Steps
  1. Cast Etali from your hand or from the command zone by paying {5}{R}{R} plus commander tax, if applicable.
  2. When Etali enters the battlefield, it and Warstorm Surge trigger.
  3. Resolve the Warstorm Surge trigger, dealing damage equal to Etali's power to Etali.
  4. Etali dies as a state-based action due to having zero toughness.
  5. If Etali is your commander, choose not to return it to the command zone from your graveyard.
  6. When Etali dies, Hua Tuo triggers, untapping Hua Tuo.
  7. Activate Hua Tuo by tapping it, putting Etali on top of your library from your graveyard.
  8. Resolve the Etali trigger from step 2, causing you to exile cards from each player's library until you exile a nonland card, with you exiling Etali from your library, and cast Etali and any other nonland cards exiled this way without paying their mana costs.
  9. Repeat from step 2.
  10. If you decide to cast any other creature spells using Etali's trigger, Terror of the Peaks will trigger for each of them, dealing damage equal to the creature's power to any target.
