Steps
  1. Cast Etali by paying {5}{R}{R}.
  2. When Etali enters the battlefield, it triggers.
  3. Holding priority, activate Woe Strider by sacrificing Etali.
  4. When Etali dies Mortuary triggers, putting Etali on top of your library from your graveyard.
  5. Resolve the Woe Strider ability from Step 3, keeping Etali on the top of your library.
  6. Resolve the Etali trigger from step 2, causing you to exile cards from each player's library until you exile a nonland card, with you exiling Etali from your library.
  7. Cast Etali and any other nonland cards exiled this way without paying their mana costs.
  8. Repeat from Step 2.

Show steps
  1. Cast Etali by paying {5}{R}{R} and paying any commander tax if relevant.
  2. When Etali enters the battlefield, it triggers.
  3. Holding priority, activate Woe Strider by sacrificing Etali.
  4. If Etali is your commander, choose not to return it to the command zone from your graveyard.
  5. When Etali dies, Hua Tuo triggers, untapping Hua Tuo.
  6. Resolve the Woe Strider ability from Step 3.
