Steps
  1. Cast Baithook Angler from your graveyard for its disturb cost by paying {U}, causing it to enter the battlefield transformed as Hook-Haunt Drifter.
  2. Kefnet's Monument triggers, tapping a creature an opponent controls.
  3. Activate Phyrexian Altar by sacrificing Hook-Haunt Drifter, adding {U}.
  4. Because Dress Down causes Hook-Haunt Drifter to lose all abilities, it is not exiled when it is sacrificed, and is returned to your graveyard as Baithook Angler.
  5. Repeat.
