Steps

Activate a creature you control by tapping it, adding at least {1}.
Activate Elite Arcanist by paying {1} and tapping it, casting a copy of Cerulean Wisps without paying its mana cost, targeting Zada.
Zada triggers, copying Cerulean Wisps for each creature you control, with each copy targeting a different creature.
Resolve a Cerulean Wisps copy, untapping the creature it is targeting and causing you to draw a card.
Repeat step 4 for each remaining Cerulean Wisps copy.
Repeat from step 1.
