Steps
  1. Activate Altar of Dementia by sacrificing Phantasmal Image.
  2. Magnanimous Magistrate and Phyrexian Metamorph trigger.
  3. Resolve one trigger, removing two reprieve counters from a creature and returning Phantasmal Image from your graveyard to the battlefield as a copy of Magnanimous Magistrate.
  4. Resolve the other trigger, declining to act.
  5. Activate Altar of Dementia by sacrificing Phyrexian Metamorph.
  6. Magnanimous Magistrate and Phantasmal Image trigger.
  7. Resolve Phantasmal Image's trigger, removing four reprieve counters from it and returning Phyrexian Metamorph from your graveyard to the battlefield as a copy of Magnanimous Magistrate.
  8. Resolve the other trigger, declining to act.
  9. Repeat any number of times.
