Steps

Activate Aerie Ouphes by sacrificing it, targeting any creature with flying.
When Aerie Ouphes dies, its persist ability and Pitiless Plunderer trigger.
Resolve the Aerie Ouphes trigger, returning it to the battlefield from your graveyard with a -1/-1 counter on it.
Resolve the Pitiless Plunderer trigger, creating a Treasure token.
Activate the Treasure by tapping and sacrificing it, adding {B/G}.
Activate Quillspike by paying {B/G} and removing the -1/-1 counter from Aerie Ouphes, giving Quillspike +3/+3 until end of turn.
Repeat.
